10 AUG 1977 - Letter to Capt. Toupin from Commander, Submarine Force, U.S. Atlantic Fleet reads:
"Dear Captain Toupin, The fine cooperation between the L. Y. SPEAR and our tender Naval Reserve units is noted with pleasure. THe concept of a viable, trained Naval Reserve cadre to augment the Force is well served by the careful planning and coordination apparent in your utilization of Reserve units to assist in the overhaul of SPEAR. Let me know how this utilization has worked out."
