Message from VADM Williams, Commander, Submarine Force, U.S. Atlantic Fleet, reads:
"1. I will be relieved as COMSUBLANT on 20 June 1977 by Vice Admiral K. M. Carr, U.S. Navy and will retire after thirty-seven years of service in the greatest organization in the word. 2. All of you carry a tremendous responsibility for the security and future of the free world. You can take great pride in the professional manner in which you are discharging that responsibility. 3. I deeply appreciate your support over the past two years and nine months and the rememberances Margaret and I received from all over. They will serve to remind us in the future of wonderful times and wonderful people. 4. It has been a privilege and honor to have been your commander. My best to all of you."
